Only residents who are certified by an Iowa-licensed physician as having a qualifying condition can apply for a special ID card to purchase the products — capsules, tinctures, vapor and creams with different ratios of cannabidiol, or CBD, to THC.

This has worked out quite well in most case. However, few are of the opinion that the program has a lot of restrictions with very specific conditions only qualifying for it. However, this initiative has proved that this can work and benefit people. At the same time, another issue here is the availability of recreational marijuana in Illinois.

While Iowa was first legalized for medical use and later for recreational use, it is still illegal looking at a federal level. The 3% cap quoted here means that the pills cannot have more than 3% THC by weight. However, the manufacturer can always work a way around it.

Removing this rigid cap will allow companies to create better options. This cap has also kept the costs high since lab tests are expensive. CHI Health and Methodist Health System in western Iowa follow the federal law.

Qualifying conditions include chronic pain, seizures, multiple sclerosis, cancer, Parkinson’s disease, and more. The board heard petitions to add 11 other conditions to this list and accepted five of them in 2019.
