Cannabis Research Bill For Veterans Has Many Flaws Including Types Of Treatment Methods And Exclusive Use Of Only Synthetic CBD
A bill that would require the U.S. Department of Veterans Affairs (VA) to conduct clinical trials into the therapeutic benefits of marijuana for veterans would have minimal fiscal impact, according to a new analysis from the Congressional Budget Office (CBO).
But the reports seem to present inaccurate interpretations on the legislation’s provisions. The CBO mentioned that a VA study on the potential impact of CBD submitted in early 2019 will meet the bill’s research requirement, reducing additional expenses. However, the text of the legislation implies that any ongoing study will not meet the research requirement for multiple reasons.
One of the reasons is that the mentioned study only discusses PTSD and does not consider other conditions. Other reasons include the fact that the study does not look at different forms of cannabis and only focuses on synthetic CBD and the fact that it does not discuss the different modes of consumption. All this gives an indication that the CBO’s interpretation might not be meeting the objective of the VA Medicinal Cannabis Research Act. Another part of the bill was also misinterpreted by the CBO which discussed the ability of VA physicians to talk about medical cannabis with their veteran patients.
